The meeting covered the transition from full state archival to partial state archival in protocol 23. The latter involves maintaining archived data in a separate database without actually deleting it from validators, a move suited to the current relatively small size of Soroban state on Stellar. The proposal aims at utilizing a hot archive to manage old entries whilst introducing the in-memory Soroban state solution described in CAP 66. This strategy opens avenues for performance improvements like easier in-memory state access and auto-restore functions, reducing costs and enhancing user experience. Key motivations include reducing validator burden and creating a more optimal fee system that takes into consideration the different needs of Soroban and classic states.
